8. Special provisions
8.1 students who are receiving marine education who apply to participate in the competency examination and assessment of sailors on duty, mechanics on duty, third officer, third engineer and GMDSS general operators before graduation or graduation shall not be subject to the provisions of this chapter on maritime service qualifications.
8.2 the service qualifications of the crew members who have held the certificate of competency applicable to cargo transport ships on various non transport ships can be regarded as the marine service qualifications on cargo transport ships.
8.3 the marine service qualifications of the master, the pilot, the chief engineer and the engineer serving on the ships in the offshore navigation area can be regarded as the marine service qualifications on the ships in the unlimited navigation area.
8.4 if a current crew member has a major or above liability accident during his tenure and is subject to administrative punishment by the maritime administrative agency, his maritime service qualification before the accident cannot be used as the maritime service qualification for applying for examination, assessment and certification. The maritime service qualification shall be recalculated after the accident, but the time of detention or detention of the certificate of competency shall be deducted.
9. Certificate of competency for special types of ships
9.1 passenger ships and RO ro passenger ships
9.1.1 the master, officers, sailors on duty and mechanics on duty serving on the passenger ship shall complete the special training for the passenger ship crew, obtain the special training certificate for the passenger ship crew, and hold the competency certificate applicable to the passenger ship.
9.1.2 the master, officers, sailors on duty and mechanics on duty serving on RO ro passenger ships shall complete the special training of RO ro passenger ships, obtain the special training certificate for the crew of RO ro passenger ships and hold the certificate of competency applicable to ro ro passenger ships.
9.1.3 the master and officers working on passenger ships or ro ro passenger ships shall complete the training of proficient in life rafts and rescue boats, advanced fire fighting training, proficient in first aid training, and hold corresponding training certificates.
9.1.4 the captain serving on passenger ships or ro ro passenger ships shall complete higher vocational education in navigation related majors or college education or above in navigation related majors. However, a master who already holds the title of senior captain shall not be subject to the provisions of this article.
9.1.5 those who apply for the competency certificate of master and pilot applicable to passenger ships or ro ro passenger ships shall meet the following conditions:
(1) Those who apply for the master competency certificate applicable to passenger ships or ro ro passenger ships shall have served as the master of other types of seagoing ships of corresponding ship classes for 24 months, have a good safety record, and have served as a trainee master of passenger ships or ro ro passenger ships for at least 3 months; Or hold the competency certificate of first mate of passenger ship or Ro / Ro passenger ship and serve as first mate on the transport ship of corresponding navigation area and ship class for not less than 18 months, including at least 6 months as first mate of passenger ship or Ro / Ro passenger ship, and at least 3 months as a trainee master of passenger ship or Ro / Ro passenger ship after passing the master's examination and assessment.
(2) Those who apply for the competency certificate of first mate applicable to passenger ships or Ro / Ro passenger ships shall have served as first mate on other types of seagoing ships of corresponding ship class for 24 months, have a good safety record, and have served as a trainee first mate on passenger ships or Ro / Ro passenger ships for at least 3 months; Or hold the competency certificate of the second mate of passenger ship or ro ro passenger ship and serve as the second mate on the transport ship of the corresponding navigation area and ship class for not less than 12 months, including at least 6 months as the second mate of passenger ship or ro ro passenger ship, and at least 3 months as the trainee first mate of passenger ship or ro ro passenger ship after passing the examination and assessment of the first mate.
(3) Those who apply for the second officer competency certificate applicable to passenger ships or Ro / Ro passenger ships shall have served as the second officer on other types of seagoing ships of corresponding ship class for 12 months, have a good safety record, and have been on probation as the second officer on passenger ships and Ro / Ro passenger ships for at least 3 months; Or hold the competency certificate of the third mate of a passenger ship or ro ro passenger ship and have served as the third mate of a transport ship in the corresponding navigation area and ship class for at least 12 months, including at least 6 months as the third mate of a passenger ship or ro ro passenger ship, with a good safety record.
(4) Those who apply for the third mate competency certificate applicable to passenger ships or Ro / Ro passenger ships shall have served as the third mate for 12 months on other types of seagoing ships of corresponding ship classes, have a good safety record, and have served as a trainee for at least 3 months on passenger ships or Ro / Ro passenger ships; Or pass the competency examination and assessment of the third officer, complete the required 18 month on-board training on passenger ships or ro ro passenger ships, and have a good safety record.

9.1.8 in addition to the provisions of 8.1.1, 8.1.2 and 8.1.3 of these rules, the remaining provisions of this section are applicable to the master and officers serving on passenger ships or ro ro passenger ships with a voyage of more than 50 nautical miles (including 50 nautical miles) between the two ports.
9.2 tanker
9.2.1 the master, officers, sailors on duty and mechanics on duty on the tanker shall complete the corresponding tanker special training, obtain the special training certificate and hold the competency certificate applicable to the corresponding tanker.
9.2.2 the master and officers working on the tanker shall complete the training of proficient in life rafts and rescue boats, senior fire fighting training, proficient in first aid training, and hold corresponding professional training certificates.
9.2.3 a crew member who meets the provisions of this article may apply for a certificate of competency to be extended to the corresponding types of tankers:
(1) The crew applying for competency certificate for the first time is applicable to a certain type of tanker. After obtaining the tanker special training certificate, they shall have an internship on the corresponding tanker for not less than 3 months. After that, the holder of the certificate of competency can apply for the certificate of competency applicable to other types of tankers after receiving special training for other types of tankers and obtaining the training certificate.
(2) Those who apply for the competency certificate of the master, chief engineer, chief mate and chief engineer of the tanker applicable to the unlimited navigation area and the offshore navigation area shall complete the higher vocational education of the navigation related specialty, or complete the college degree or above education of the navigation related specialty.
(3) Those who apply for the competency certificates applicable to the second officer, second engineer, third officer, third engineer of the tanker in the unlimited navigation area and the offshore navigation area, as well as the master, chief engineer, first mate and first engineer of the tanker in the coastal navigation area, shall complete at least 2 years of Vocational Education in the relevant majors of navigation, or complete secondary technical school education or above in the relevant majors of navigation.
